The main purpose of this evaluation was to assess the results and experiences of REPSSI and RIATT-ESA against the proposal and planning documents. It followed the five criteria of the Organisation for Economic Cooperation and Development’s (OECD) Development Assistance Committee (DAC) for evaluations i.e. relevance, effectiveness, efficiency, impact and sustainability.
The evaluation utilized a mixed methods design that combined quantitative and qualitative methods. The design facilitated triangulation of quantitative data with qualitative information from different sources. The evaluation team reviewed secondary data from baseline reports; evaluation reports; mid-term review reports; monitoring and evaluation frameworks; annual reports; and project documents for the different program phases. The evaluation team collected qualitative primary data through Key Informant Interviews (KIIs); Focus Group Discussions (FGDs); and stories of change.
