Background: | Violence against women has been one of the most prominent features of post-apartheid South Africa. While estimates of the extent of violence vary, the issue has dominated national public debates and galvanized community-based activism and NGO intervention. In response to the unacceptably high levels of Gender Based Violence in South African, the government established through the National Procecuting Authority (NPA), the Sexual Offences and Community Affairs (SOCA) Unit in October 1999 with the main objective of eradicating all forms of gender-based violence against women and children. They work with the police, the correctional authorities, the Department of Justice and Constitutional Development. The government has additionally developed and strengthened legislative framework dealing with gender-based violence. |
Objectives: | The purpose of the evaluation was to assess the NPA-SOCA Unit’s implementation of Gender Based Violence related legislation, policy and programmes within the five thematic areas which are domestic violence, trafficking in persons, child justice, maintenance and sexual offences.More specifically, the evaluation objectives included analyzing the NPA-SOCA project objectives, the effectiveness of the executing parties, and the quality of services; assessing strengths and limitations and lessons learned from the NPA-SOCA project components with respect to meeting their stated goals/objectives; identifying any gaps in GBV programmes; and providing comprehensive recommendations on future directions, including ensuring strengthened coordination of restorative services for survivors, women’s rights, and programme sustainability. |
