EXTERNAL EVALUATION OF IRC-UKS SIDA FUNDED HUMANITARIAN AGREEMENT
The purpose of the evaluation is to provide an independent systematic assessment of IRC-UK s HFA through the review, analysis and comparison of the three projects selected as samples from the overall Programme. The specific objectives were; To assess and report on the obtained and expected results (and any there from) in relation to the Results Assessment Frameworks (RAFs) for the three selected projects based on the preselected OECD evaluation criteria for effectiveness, relevance and appropriateness, efficiency, impact, sustainability, coverage, connectedness and proportionality. To compare the findings from across the three projects to identify lessons learned good practice and recommendations to contribute to future decision making and investments Our consultant did the following; Reviewing of all background documentation and inception report production In-country planning and fieldwork Data analysis and cross-checking Draft report preparation and presentation Briefing and communication with IRC Post evaluation presentations and meetings with Sida and other stakeholders
