| Background: | The second phase of the Income-Generating Public Works Programme (IGPWP) was built on the successfully concluded first phase of the programme, which came to an end in September 2008. The second phase ran for two years, and was expected to end on 30 June 2011. The IGPWP aims to improve the livelihoods of targeted rural and peri-urban communities by promoting their access to labour-intensive income generating activities in road rehabilitation and maintenance, forestry and irrigation. The activities carried out included dry season gardening through small-scale irrigation (use of treadle pumps and stream diversions) and provision of agricultural inputs; developing sustainable fuel wood and timber supplies; as well as upgrading and maintenance of feeder roads to improve access to markets and social facilities. Rehabilitation of 262 km (out of the planned 267 km) of feeder roads and upgrading of 29 timber deck bridges to concrete deck were completed in the first year of implementation. On the forestry and irrigation component, a total of 7.3 million trees were planted and 201 ha of land was put under irrigation. |
| Objectives: | The specific objective of this Monitoring Consultancy service was to review the established monitoring and management information systems. These systems were to be capable of generating and managing information for the effective and efficient achievement of the programme goals and objective. |
| Activities: | JIMAT provided services in reviewing the data base management information system for assessing and monitoring progress in the implementation of programme activities and ensure that the database is fully operational; reviewing and making recommendations on the previously defined key performance indicators (KPIs) in relation to the programme components that are used to assess progress, processes and results; reviewing and updating the integrated management information system (MIS) in the collaborating District Assemblies (DAs). This MIS was to have common data sets, which could be shared among DAs and different programmes at local and national level for ease in reporting and assessing impact on the community related to IGPW; reviewing the capacity of PMU and DA staff to effectively maintain the MIS system for continuous monitoring and evaluation of project activities and results during phase 2 with specific reference to proposed refinements and to enhance capacity for the efficient use of the Monitoring and Evaluation system in the IGPWP, Ministry of Local Government and Rural Development and DAs |
