The Health Results Innovation Trust Fund was started in 2008 at the World Bank. The objective of the HRITF is to design and implement sustainable Results Based Financing (RBF) pilot programmes that cost-effectively improve maternal and child health outcomes (i.e. MDGs 4&5). Zimbabwe was at the time implementing a US$15 million HRBF in 18 rural districts. The objective of this HRBF was to increase the coverage of key maternal Health and Child health output/performance based nature, the HRITF project purchases services /indicators from health facilities and incentivizes them on predesigned indicators. The performance subsidy levels is set to cover the forgone income currently generated by user fees, which is abolished in RBF districts as well as sufficient additional resources for the health facilities to improve performance. The key objective of this project were: To collect information on household composition and living conditions, which allowed the classification of households into different wealth/income groups To collect basic information on MNCH service utilization and related out-of-pocket OOP expenditure which was to serve as baseline information for future impact of the voucher scheme. Jimat managed to do the following task with success: Acquisition of permission and ethical approval Adaptation and pre-testing questionnaires Development of Field Procedure Plan Collection of data Preparation of interview training curriculum and materials, field manuals and implementation of personnel training Writing of summary report of findings
