Background: | Building Foundation (ACBF) was increasingly faced with the challenge to demonstrate accountability, transparency and results to stakeholders. To address the requirements of this challenge, the ACBF recognized results-based performance monitoring and evaluation (M&E) as a key function in the Foundation. On this basis, the Foundation established an M&E department to lead its initiatives in this area. The M&E department developed a results oriented performance measurement framework to assess progress in the implementation of the Foundation’s medium-term strategic plan (SMTP II), which guided program and project planning, monitoring and reporting during the period 2007-2011. |
Objectives: | Assist OED in the finalization of a performance-based framework, which will guide the operationalization of the SMTP II Results framework.Provide input and quality assurance to the draft SMTP II performance measurement framework and identify key factors such as policy frameworks, organizational capacities, and implementation issues that will influence the achievement of the expected results. |
Activities | Activiities included two workshops: one with all programme staff and the other with support staff of ACBF. Workshop reports were produced together with a revised and final Results Framework for the new Strategic Medium Term Plan. |
