| Background: | The Tripartite partnership in Health, a partnership between the Ministry of Health and Social Welfare (MoHSW), Irish Aid (IA) and the Clinton Health Access Initiative (CHAI) is a major programme that falls under one of three of Irish Aid outcome areas under its CPS which isimproved health and livelihoods for people affected by HIV and AIDS and TB. |
| Objectives: | The evaluation was carried out in order to evaluate the extent to which the Tripartite Partnership contributed to the achievement of Irish Aid’s CSP results at outcome/impact level; to find out the degree to which the programme has contributed to the achievement of national targets as set out in National Strategic Plans; to ascertain the impact, if any, of the programme at an institutional level in terms of systems strengthening and change management; to find out the extent to which the programme has enhanced aid effectiveness in terms of MOHSW ownership and capacity to coordinate a results-based national response to the HIV/AIDS epidemic in Lesotho; and finally to find out the contribution of the programme in terms of providing sustainable solutions to the crisis in human resources in the health sector. The evaluation is using the OECD-DAC criteria. |
