| Background: NAC put in place management, financial and monitoring systems for effective coordination of the National Response to HIV and AIDS. These enabled the Commission to mobilize funding from a number of bilateral and multi-lateral sources to scale up HIV and AIDS operational programs. Effective coordination of the National Response depended to a large extent on NAC’s ability to monitor what was happening on the ground, analyse it for strategic implications and feed it back into outreach and promotional programs aimed at addressing weaknesses or exploiting opportunities identified through the monitoring effort. Consequently, NAC reviewed its Monitoring and Evaluation (M&E) Plan, which was rolled out to the district level. The plan was for groups receiving grants from the NAC and other sources to provide monthly data, which will be consolidated into quarterly output reports for NAC and partners to review.In addition to the quarterly program monitoring reports, which rely on quantitative data provided by implementing agencies and NAC, the Commission interested in conducting periodic qualitative assessments of program implementation, in order to complement the quantitative information. This information flows through the grants facility to provide a strategic sense of trends and areas requiring particular attention. To this end, NAC contracted an independent “Review Team” of multi-disciplinary specialists to assess plan implementation and provide a report for discussion by NAC and its funding partners. | |
| Objectives: | The main objectives of the review are: To provide NAC and its partners with an independent assessment of performance in implementing the IAWP against the National HIV M&E Framework and budget; To provide NAC and its partners with qualitative feedback on selected themes critical to achieving program objectives, including lessons from international experience; To identify successful approaches that merit expansion and scaling up as well as areas needing particular attention; To enrich the annual review process and provide information useful for focusing the IAWPs, with the goal of enhancing implementation effectiveness; and, To assess progress made with regard to findings/recommendations of previous Independent Review Missions and Mid-Term Review. |
