Background: | In June 1999 the Government of Malawi established the National Food Reserve Agency (NFRA) to assume responsibility for the management and operation of the Strategic Grain Reserve (SGR).The NFRA structure was established as a Trust Fund under a Trust Deed whose broad objectives were; 1) to maintain the SGR; 2) stabilise the grain price; 3) and oversee grain importation and exportation on behalf of the Government of Malawi. The Trust was meant to be autonomous in its operations. |
Objectives: | The global objective was to assist the NFRA in improving it’s financial, technical and managerial capacity in order that the NFRA can better manage and fulfil its role of helping to address food insecurity in Malawi.The specific objectives were:Assist in clarifying and documenting SGR/NFRA role and mandate in food security and regional grain systems, including warehouse receipt schemes and similar.Assist in drafting a clear and straightforward multi-annual strategic framework for the NFRA with realistic annual targets and objectives.Based on the multi-annual strategic framework, to develop a human resource and capacity building strategy and assist in its implementation through the training staff in financial, administrative and issues, including preparing manuals where relevant.Linked to point the multi-annual strategic framework and the human resource and capacity building strategy, to prepare a road map for the NFRA to achieve ISO 9000 certification.Assist NFRA staff in preparing budgets, programme estimates and other documents that are fully in line with relevant procedures.Support NFRA and in organising workshops, disseminating information and other ad hocrequests.The JIMAT technical assistant worked closely with the NFRA General Manager, the Board and the MoA. |
Activities: | Developing a human resources development plan; facilitating the development of an NFRA strategic plan; and facilitating a roadmap to ISO 9000 certification for the NFRA. |
